Tying a three footer can be a workout at first, but if you can find room to hold them both, I like to tie the three footer directly to the 16" round for the head.  I find it to be much easier than tying each balloon individually then tying them both together.

A hint getting a sidewall bubble on a 646:

You can help yourself out by putting a small bubble from a 260 inside the 646 beforehand to grab off to make the twist.  Much like inserting a ball inside of a 260, you can use a superball or make a bubble from a 260, and since the 646 has a wider neck, you can stretch it open with your fingers and insert the ball inside.  When you inflate the 646, you can grab the ball from the outside wherever you need it to be, then give it a twist, much like you would grab off a raisin for a raisin twist.  This method takes a bit longer if you're going to make the ball from a 260, but it can be pretty helpful if you can't twist off a sidewall bubble yet.
