This is when you twist a small bubble on the oustide of a balloon, normally a round balloon to use as an anchor point for attaching another balloon too. You could also use a piece of scrap balloon to tie the bubble up so that it will not pop out & unfold.
If you were to use this technique on a modelling balloon it would be called a side wall bubble.

 Whoops, mistake.
It can just been done like on the picture. It's an art twist, not a raisin twist. When you use a raisin you must grab it from the bottum side, because the raisin is on the bottum. But you can make a bubble at the top side.
I think Simon was confused by the word scrap, he thought it was ment to be in the balloon, but your scap was for the outside to secure the bubble.
:( Sorry for reading wrong the first time Graham.

TAMBIEN SI NO SE TIENE UN GLOBO CHATARRA SE PUEDE USAR UN FRIJOL O CUALQUIER GRANO ESTA ES LA FORMA DE HACER LOS GLOBOS LINK-O-LOON  SALUDOS DESDE MEXICO

ALSO IF YOU HAVE A SCRAP BALLOON CAN BE A BEAN BEAN OR THIS IS THE WAY TO DO BALLOONS LINK-O-LOON GREETINGS FROM MEXICO

Roger I think you might be getting muddled up the same as Simon and Petra, this is an art twist where you twist the actual balloon for a bubble.

A raisin twist is where you put a scrap of balloon or pea/bean into the balloon, although now you could put a pea/bean from the outside and push this along the inside of the balloon slightly and then use a scrap to hold the pea/bean in place. Would give a different shape to the balloon though. As time progresses techniques also move on as well.
