I have found a supplier of Balloon print fabric.

They print it for me. And turn it into garments

I have samples of the fabric.

I have a sample waistcoat and cotton trousers.

At my request I have some stretchy Lycra also printed. these have been made into a bag for a routine of mine and the rest I had made into lycra trousers...leggings.....the ones I have are but can make adult if I have enough interest.
