I have just tried the instructions and here is my first result.  I ran out of 260 and made the tail with the 350 instead.

I thought the idea was to twist the knotted part of the tied balloons around the vase pinch-twist which gives you FOUR FLOWER STEMS & then fully inflate two more 160's and twist them in half before twisting them around the vase pinch-twist.
That will give you another FOUR FLOWERS STEMS and you should have EIGHT FLOWER STEMS.   The longer 160 stems are then used to create leaves
